REGULATORY PERMITTING

Delaware Department of Transportation I-95/SR141, Newark, Delaware. Prepared documentation to support an application to DNREC for Jurisdictional Determination and Map Change Request. Interstate 95/SR 141 Ramps F and G consisted of areas of highway fill that was placed in wetlands during the construction of I-95 during the 1960s. This filling had resulted in the area being above the existing mapped wetland lines and ranges between elevations of 5 feet and 24 feet NAVD88 resulting in significant areas that were no longer wetlands. Activities included significant coordination with DNREC and DelDOT to determine the analysis methods that would establish the new DNREC Wetland Line. An analysis of mean high tidal datum using NOAA's VDATUM for the project site and selected locations and determination of factor for sea level rise over next a DNREC jurisdiction elevation was established. This resulted in a significant decrease in project impacts.

Route 72 Manahawkin Bay Bridges Widening and Reconstruction, Ocean County, New Jersey. Managed the preparation of environmental permits which included USACE Section 404 and Section 10 permits, USCG bridge permit and NJDEP CAFRA, Waterfront Development (WFD), Coastal Wetlands Permit, Water Quality Certificate, Freshwater Wetlands Individual Permit and Flood Hazard Area (FHA) permit compliance. Coordinated the development of mitigation strategies/plans for impacts to wide range of resources within Manahawkin Bay (wetlands, SAVs, shallow water habitat, shellfish, riparian zone etc.) including stormwater management and public access and through understanding of State and Federal regulations advocate for appropriate application of environmental regulations to critical project elements such as stormwater management. Facilitation of agency and stakeholder coordination activities with NJDEP DLUR, Green Acres Program, SHPO, Bureau of Shellfisheries, USACE, USEPA, FHWA, NOAA, USFWS, USGS, Stafford Township, Borough of Ship Bottom, Barnegat Bay Estuary Program, Barnegat Bay Partnership. Significant coordination with Edwin B. Forthye National Wildlife Refuge for mitigation of State resources on public lands, which includes the conversion of Phragmites wetlands into low marsh habitat. As part of the alternative analysis and constructability reviews for highway design, worked with team to design desirable roadway sections and develop sections that met minimum safety standards while avoiding and minimizing environmental impacts to the maximum extent practicable.

Replacement of Route 322 Bridge over Big Ditch, Atlantic County, NJ. Management of all environmental task activities that included determination permitting requirements; coordination with NJDEP Green Acres Program and Atlantic County regarding the requirements for the diversion of parklands. Provided documentation to prepare the Environmental Re-evaluation (ER) for the CED. Preparation of permits and approval applications associated Green Acres diversion and programmatic section 4(f) and section 6(f) compliance documents, Pinelands PDA, NJDEP Freshwater General Permit 10B and FHA Individual Permit. As part of the alternative analysis and constructability reviews for highway design, worked with team to design desirable roadway sections and develop sections that meet minimum safety standards while avoiding and minimizing environmental impacts to the maximum extent practicable. These standards include median, shoulder and widths, use of retaining walls versus embankment slope. Also, managed preparation of Environmental Plans to establish project control limits for disturbances and sediment and erosion control, turbidity barrier and seasonal timing restrictions to maintain compliance with permits during highway construction.

Atlantic City Expressway WB Widening, Atlantic and Camden Counties, NJ. Management of environmental task activities including budget, schedule, staffing, subconsultant coordination, supervision, and QA/QC of deliverables. This was an accelerated project that required significant coordination with the NJDEP to obtain permits within the desired timeframe. Directed the preparation of permit applications for a NJDEP Freshwater Individual Permit including wetlands mitigation site search, NJ Pinelands Commission PDA and NJDEP Reforestation Plan in accordance with NJ No Net Loss Reforestation Act. Managed preparation of Environmental Plans to establish project control limits for disturbances and sediment and erosion control, turbidity barrier and seasonal timing restrictions to maintain compliance with permits during highway construction.

Bridge Scour Countermeasures, NJ. Supervised and provided the environmental permitting support for the implementation of scour countermeasures for all state- owned bridges determined to be scour critical. Activities include early coordination with jurisdictional agencies to attain clarification specific project related issues; conducting studies and preparation of documentation to obtain necessary approvals from State and Federal permitting agencies (USACE, NJDEP, NJPC, NJSHPO, Green Acres, USFWS, etc.).

New Croton Aqueduct Rehabilitation, NY. Responsible for preparation of joint NYSDEC and USACE permits for impacts to waters of the US and wetlands for activities associated with the rehabilitation of the New Croton Aqueduct.
